When some people try to setup php on windows the way that was described in this step-by-step they end up getting an error of "The program can't start because MSVCR110.dll is missing from your computer."

This error appears when you wish to run a software which require the Microsoft Visual C++ Redistributable 2012 which you may not have installed. The patch you need can be downloaded on the Microsoft website as x86 or x64 edition.
